What kind of siding do you have? It would help to know so that you can get some better solutions to your issue.
Thanks for the picture. That siding is called "masonite". It was a very popular siding about 40 years ago. Today's replacement for this siding is called Hardie Board--or fiber cement siding. From what I have read you can "lightly" sand it to remove all the loose chipped paint so you can repaint. Looking at this you probably won't be able to get it all the way smooth and free of cracks but maybe you can get enough ff to make it look better. It would be a huge job to do the whole house. Perhaps if you are only concerned about the front of your house it might be a doable job.
