How do I maximize the space in a tiny half bathroom?

I would remove everything from the sink top except the soap dispenser. Move the towel ring to the right of the sink and install a shelf or two on the space on the left where you removed the ring. This will allow you to place small rolled up towels and other things on the shelves.

I would move the towel ring much lower down (or to the other side) and put two or three (depending on space between them) shelves to give you extra storage. I would also then put a shelf below the mirror for your plant and goodies. Another option would be to place a shelf above the mirror to maximize more storage with baskets, if needed.

Think vertical! You need shelves on the wall and/or a pedestal surround shelf on the floor. I know you're in a rental, so if they don't allow Command hooks or holes in the walls, then the small shelf on the floor might work for everything. Lots of stores have narrow shelves that hang on the wall - you can use them under the sink! If there is not a back on the shelf unit, you can cover it with fabric or mat board. Or even get two and put one on each side against the wall. There are also other things like baskets (as suggested above) or even back-of-the-door hanging units. Don't forget the best trick of all -- use a couple of tension rods to support a small glass or wood shelf just under the mirror. It can hold more than you think!
Lower the towel ring to sink height, add a shelf under the mirror and over the toilet
Put Command (removable) hooks on the sides of the sink instead of the wall. Use cotton or linen hand towels instead of terry; they're upscale and less bulky. Place a wall-to- wall shelf under the mirror.
Shop IKEA for smaller bathroom sinks and cabinets. We have a really small half bath and we’re so happy when we found exactly the right size sink/cabinet for the small space. Our friends always comment about the sink/cabinets.
I would start by updating the walls with paint or even wallpaper, they have some really cute modern ones now. And then add in some of the other suggestions posted above.
Very cute bathroom. My first thought is to move the towel ring lower and add floating corner shelves on each corner between the mirror and sink.
Love the other ideas. First thing I noticed was heavy square mirror. I’d get an oval or round mirror in a lighter material. You could paint you existing mirror.
I would do between the studs shelves! Then a shelf over the door with decorative brackets for extra storage!
Some great ideas to date, definitely a makeover with paint and lots of storage, Ikea have brilliant storage solutions for smaller spaces. Including storage racks that can be sited higher up, even above a doorway. Instead of a mirror abive your sink install a mirrored cabinet to keepmedicines etc out of sight. Good luck.
A lot of awesome ideas have been given so far! I know you didn't share a picture of the toilet, but perhaps a shelving unit over it would help with extra storage/decor space, too. Something like this:

Also, temporary wallpaper is a great way to add pattern and colour to space without worrying about using glue or paint on the walls!
