Hi. The above suggestions are great. But if you happen to be into shabby chic there's canvas as an option. Cut your cage to the height you desire. If you put your design on first i.e. stenciling, it'll save you a lot of hassle, use a fabric stencial paint, comes in a tube. Also fabric spray adhesive for your stencil so it stays put. Use outside it's very sticky. Stimple (dabbing) up and down not like a regular paint brush.
Measure canvas from the top going down, cut about 3 to 4 inches wider. You can use mod podge or glue gun to fold top part of seam over for a clean line. Fold canvas under cage top and bottom glue. You can hide the seam by a fabric trim.
