If you want to keep the wallpaper try this: Mix 1 tablespoon of baking soda with 1 teaspoon of warm water in a small cup or bowl. Rub the solution onto any stains with a soft cloth and wait 15 minutes, then wipe it off with a damp -- not wet -- sponge.

Take it off
There's no need to go to the trouble of stripping it. I had wallpaper all over this house when I moved in and I Just painted over it. All gone.

I used Behr latex paint - two coats. I also did a textured surface on two walls. Looks just great and has held up for the past eight years. I painted all the walls a sage green and although I sometimes wish it was a little lighter, I have had so many compliments on the color that I shall probably leave it for a while until I get up the energy to repaint it.
I know you didn't ask about this, but how about hanging a larger, oblong painting horizontally on that wall? And, just a thought, if you do decide to keep the (pretty) border you could buy a shell or seashore print to compliment the design on Amazon.

I would remove it.
If my old brain remembers correctly what you see is the way it was when installed new. We had that same strip of border in an old house, and we saw it when it was installed.
Remove it if you paint over it , it may show. I want to say you can score the paper then spray fabric softener.

Definitely remove it! It makes the room look so dated.
It’s not difficult.
If it is vinyl just be sure to score it and use warm water in a spray bottle to get it good and wet.
Use a plastic putty knife to scrape it off.
Putty knives are about $1-2 at Lowe’s, Home Depot, even Walmart.
If it’s just paper, no need to score.
Remove it. The longer it remains on the walls, the slower the glue takes to breaks down. Trust me, that wall paper glue does not get stronger with age.
I would remove it, there is a torn spot and you will never fix or repair that.
Has anyone else used Vinegar to remove paper. That was how I took down my border in the Living Room. You soak it with water and vinegar and then it just scrapes right off.
You can buy border paper online that is in every price range imaginable. If you are tight on cash, you can stencil a border at the top.
