I’ve been to the Maldives many, many times over the years and I’ve watched it change from rare and exotic honeymoon hideaway to an cheaper and therefore more achievable travel destination and they are now opening up most islands to families because their President has personally relaxed the rules regarding which islands holidaymakers can visit, and the type of hotels that get the franchises to operate on each one. He’s made sure that there are plenty of activities for active people, so if you want a ‘no shoes, no news’ holiday you have to be selective about your resort. For instance, he is now encouraging his people to offer B&B facilities to guests, the quality strictly controlled, but all this is in an effort to create much more revenue from tax. The money is needed as he is in negotiation with countries nearby for refuge WHEN the islands start to disappear due to rising waters as a result of global weather changes. It will happen, they just don’t know when......so I really can’t blame them for reaching out and getting as many tax dollars they can until then. All Maldavians will be evacuated to safety when it happens and will cost millions, so plans are being made now. Hope this helps.

Christine's answer was great. I was going to answer your question with pretty much the same idea but she was able to include personal experience. Their President is definitely smart to begin saving money for the future. Unless our climate changes many of the people who live there will need to evacuate and find homes elsewhere.
