I would think it would be to turn the shower head off first, so the water drains out of it and then turn the spout off. Though I can't see how it would hurt doing it one way or the other?
Turn off the handle to stop the water from coming out the water spout. If it is a tub shower, turning off the handle should allow a gizmo inside the pipe to drop down and stop all water flow from both the tub and the shower spouts.
I turn the handle off first, then bleed the line to the (hand held) shower head. On the shower in my master bath, I turn off at the handle off first then bleed the line by flipping the switch to drain through the tub spout. Depends on the set up in your bath / shower.
