Your electric blanket should have come with washing and drying instructions and it may be on the label that stays attached to the blanket. If not, here are some general "rules" about washing and drying and electric blanket. Wishing you the best.

I dont think you can..... I would just spot wash small stains. Otherwise I just keep it between a sheet and duvet cover that I can wash.

I have had several over the years. Mine were all machine wash and dry. My original blanket lasted 25 years. Any thing I have purchased since then barely lasted 5 . . . Check the blanket itself, typically instructions are sewn on.
Mine says to machine wash and drape over a line to dry.
Oh yes, electric blankets can definitely be washed. As others have noted, follow recommended instructions. Generally though, wash on cycle with highest water level, delicate/low agitation, gentle/slow spin. Dissolve soap well in water before adding blanket, if using a top loading machine.
Use very low heat to tumble dry by machine, or hang dry.
