I'm not sure what you want, but I would think that you should attach a 3-sided rod to the wall and hold it in place so it doesn't touch the radiator. You want air flow between the curtain and the radiator. Other people have built nice window seats with slats and air gaps on the front.
I would be more inclined to get a radiator cover but it is easier to make a skirt. Put a board on the radiator and fasten a skirt with velcro to the bottom edge of the board.
You shouldn't. Need to build a frame and use metal grates/screens instead.
you would only want to do that in the summer. A board across the rad staple the fabric to it on the 3 sides. for winter make a rad cover. uprights an inch deeper than the rad. there are decretive metal panels for winter use staple them to the up rights.
