You might need to degloss first. I would "sand" with fine steel wool which will be your best bet not to damage the veneer. Then clean with denatured alcohol and you will be ready for your new finish.
If the veneer is still tight not lifting or missing you can do it like any wood top. I just lightly sanded and restained. If pieces are missing you have a couple options. I filled missing areas with wood filler putty, resanded smooth then painted. There's a way to re- veneer but I've never tried it
You can sand it down and apply one or two coats of stain then three coats of polyurethane for protection . Use an electric sander, first with a coarse grit (80 or 100), then again with a fine grit (220-300+) to make the top smooth before staining it.

If the veneer is in good shape, you could use chalk paint or milk paint.

Glue down any veneer that is loose or lifting allow to dry overnight
Degloss or lightly sand the finish
you can paint but when I refinish veneer I usually use a product like Kilns as a primer to make sure the paint will stick and then paint
if you’re staining ,just light sanding , stain and seal
