You can cut them back, but you risk damaging the plant if you live in a frost/snow area. I prefer to leave them, the flower heads look lovely all rimed with frost, and it leaves lots of places for beneficial insects to overwinter, then you can cut back in Spring once all the risk if bad weather has gone.
