You can get motion sensor/detector sprinkler head and set it up so it sprays cats when they are moving around in your yard,if they are in a specific area(garden beds) put chicken wire down they don't want to walk on it and cannot scratch dirt/grass to go pee/poop. Maybe it's a neighbors animal and you could talk with them and have them put litter box outside. I recommend the large black cement mixing tubs from Home depot or Lowes they are just a few bucks and easy to clean, just put the dirt in it from your yard. Since you are cleaning up the mess anyway maybe you could get one too then at least you'll know where the poop&pee is and not all over your yard. Contact your local Spay & Neuter organization,Humane Society,County Shelter for information about TNR programs to help in getting the cat/cats fixed even if they aren't yours.I teach people about Feral/Free Roaming cats,how to live with them in your neighborhoods,trap them get them fixed then release them,I work with our local TNR program,we are state wide program here in Arizona.

I've used a lot of pepper flakes, sprinkled on the soil. also try putting dog poo in the garden. It might deter them.
Spray vinegar around yard will help, but too much can kill some plants.
Sprinkle ground red pepper on the soil or even chili powder. They inhale it when they sniff your soil. It will stop this act until it rains, then you have to reapply if they return. I hope that solves your problem. Usually once or twice inhaling either of these will keep them from using your property for a good while, if not permanently.
Now, if the cats are breeding and residing under a porch, etc. nearby, you may have to get animal control to remove them before the issue is resolved. I had a house next to an abandoned house where that was happening, and that would have been the only recourse. I just kept sprinkling the flower beds occasionally and it worked for a good while, until new kittens were born.
Placing a litter box outside only serves to attract other cats, at least in some neighborhoods.
Cats dislike citrus smells (lemon and orange essential oil sprays).
Cats will avoid Ruta Graveolens plants and the same in essential oil spray.
