Roses are extremely hardy in really cold weather or drought tolerant high heat.
I used to cover mine every year. But then I had a rose specialist tell me NO... Do not cover them.
Covering rose bushes in the winter depends upon your growing zone - how much freeze you get, etc.
If you have to worry about salt spray, cover the outer perimeter with burlap attached to stakes.
Rubi...We live in Tennessee and I have lots of Knockout Roses but just cut back and they do fine for different seasons.
