Wall paper should be removed before painting. Visit a paint store that sells wall paper and ask how to remove it. They will need to know if it is vinyl or paper wall covering, since there are different products for each so try to take a small piece with you.
I would remove the wallpaper before painting. Here's how to do that>> https://www.charlestoncrafted.com/2017/01/24/experience-removing-wallpaper/
Wall coverings in Mobile homes are usually hard to remove. Unless you have places that are loose I have either painted or wallpapered right over the original. Try a small piece in an area that is near the floor and see how it works out and looks. Give it a few days and then check for how will it is holding. Bathrooms are ready to wallpaper because they are usually smaller. Have fun with it.
Sower,. I'm not sure what your walls are made of. I know how to remove wallpaper in general. Try contacting the manufacturer, or call a paint and wallpaper store. Sorry I can't help. My team mates will answer you with the answer to your question. Aloha!
Mobile and modular homes have walls made of panels with a bonded "wallpaper" to them at the factory. Will not come off without a lot of damage. You can paint the walls. Make sure they are clean and dry. Prime with Kilz primer then paint your color. Did this in my daughters modular home. I also removed the srtips that covered the seams and filled them with no shrink drywall repair compound.
