Unless my closet was constantly in view, I would opt to paint it
Hi. Well I think that's where you can have a lot of fun as it's (I'm assuming) out of the public eye. Closets that are on the small side I would use a vintage green paint on the sides, but for the wall you see as opening the door I used a bright bird and flower wallpaper, I found it on Ebay it's got the look of an old fence in the back ground it's really beautiful, they have a double roll for $45.00. As for cost effective if you go to your hardware store like home depot they have 'goof' paint people have brought back, I've found some really pretty colors. Have fun.🙂
Hi Rose! A great question. We painted our closets to give them a nice fresh look, but here are some other ideas. I have a friend who had cedar paneling put up in their closet and that really smells great!

If your closets do not have lights inside, my vote is to make them light and bright. Mine have no interior light so I painted a bright white so I can find what I want to wear.
I would go with a neutral that doesn't have to be re-done if you change the walls in adjoining rooms. I am painting my bedroom and am dreading painting the closet.
contact paper,peel-N-stick tiles, install command hooks behind your clothes to hold items too(belts, scarves etc.) saves space,if you don't have good lighting you can add battery operated LED lights Here's link for some https://www.google.com/search?q=Battery+operated+LED+lighting+for+closets&rlz=1C1CHBF_enUS750US750&oq=Battery+operated+LED+lighting+for+closets&aqs=chrome..69i57.20123j0j7&sourceid=chrome&ie=UTF-8
