1st rid the room of anything you don't need. Hit Dollar Tree-wire shelf to double storage under the sink. Floating shelf above the sink to keep the vanity free. Habitat for Humanity for a cabinet to put above the commode. Putting shelving between the studs. For renters, there is a Command container that fits into an included wire holder that's great for toothbrush/paste, etc. It's not cheap but adds storage.

Use a fabric shoe store over the door. You can store toiletries, and hand towels
Think vertically. Tiny bathrooms still have wall space (I know - I have a REALLY tiny bathroom).
Add a shelf above the bathroom door that comes down to the top of the door trim. It's not super convenient if you're short (like me), but it will hold a bunch of toilet paper rolls, tissue boxes, paper towels, etc.
Add shallow shelves or recessed shelves behind the door. Even if they are only a couple inches deep, they will hold a lot of stuff like bottles of shampoo or nail polish and first aid stuff. You can mask a shelf like that with a tension rod and a curtain.
Hang hooks rather than towel racks. More hooks fit in less space. The trick is to hang each towel over a couple of adjacent hooks and not pack them in too tightly so you get enough air flow for the towels to dry so they don't get that yucky, musty smell. For hand towels. use towel rings rather than bars.
Hang wire baskets on the wall to store hand towels and wash cloths.
Use an over the toilet cabinet or shelves. You can tuck stuff in baskets or boxes on these shelves and still have room for a pretty candle.
If you're tall enough to reach it and don't have tile all the way up the walls, you could add a narrow shelf around the top of the tub surround. It could store bottles or decorative stuff. I would use exterior grade paint on a shelf like that since it will be exposed to steam and mist from the shower.
Many places sell tension rods with shelves designed for the corner of the tub. They hold a lot.
If you have an under the sink cabinet (instead of the stupid pedestal thing in my bath) using organizers or even narrow plastic drawers inside will help use the space efficiently.
You can even add a second shower rod inside the shower and hang stuff from it.
A fabulous shower curtain makes a great focal point in a tiny bathroom and keeping it closed not only allows people to enjoy looking at it, but also hides any storage in the tub.
