Scrape it off! Messy but is not hard. Spray first with water in sections. Popcorn ceilings are like small pieces of styrofoam in spackle. Easy to remove. Remember, some old popcorn ceilings may have fiberglass in it so you MUST use a mask so you don't get it into your lungs.
With a lot of elbow grease. They do make ceiling scrapers. Not sure if you can rent or if you have to buy.
It's a messy job... but SO worth it!

It’s not hard but messy and hard on the body
You can buy a ceiling scraper at Lowe's or Home Depot, not too expensive. You can attach a bag which is helpful. Make sure you cover everything with plastic. Very messy. I added a tablespoon of Dollar Store fabric softener to warm water in spray bottle. Happy scaping!!!
Just remember if was put in before 1975 it could have asbestos in it. Get an asbestos pen and check before doing anything.
1/2 Hot water mixed with 1/2 fabric softener spray it on then scrape with putty knife. This is easy and keeps dust down at same time. Depending when your house/ceiling was done it may have asbestos,no worries,as long as you keep it wet so there is no dust(how asbestos travels) you can do it yourself just be sure to wipe & sweep up any of the mess before it gets dry again.Still should wear a dust mask
I would not attempt that ...it is soo much work .. just add think sheetrock over
