there are stencils available in all the craft stores to make it easy. just tape on and spray paint.
Free hand if you are good at that or buy a stencil!
That sounds like a cute project! I'd use acrylic paint and a small brush to paint the numbers on. Trace them with a pencil first to get the spacing right. Good luck!

Depending on your skill level, you can free hand or stencil. Once completed make sure to seal the paint so that it stands up to the weather.
