The Mod Podge Photo Transfer basically turns your picture into a decal that can then be stuck to glass or any smooth surface. You brush the medium onto your photo, the photo transfers to the medium as it dries (into a very thin plastic-like sheet), and you peel the paper away.
You can always use a mirror as a tray. You can add handles, or just use as is.
I added glass flat stones around one I did and put it on a fence in the garden.
I found a mirror at a thrift store that I couldn't clean up well, so I repurposed it as a frame instead:
