What do you have to work with? A coat of paint and new hardware can do wonders and is not difficult.
Give your old countertop a new look with a kit from Daich, Giani or Rust-Oleum and give your countertop a facelift. Change laminate to something that looks like marble or granite. Then paint the base (assuming it is wood) and put new hardware on. If anything needs to be repaired do that first. But when you are done it will look like a new vanity.

I would take off the hardware and start with repainting it. You can replace the countertop for a low price (cultured marble is inexpensive and the bright white colors you can get would brighten up a space). This is a great time of year to find deals everywhere including home improvement stores.
I would chalk paint the vanity, replace the knobs, and if you can, replace the counter. If you can't replace the counter but it's in bad shape, you could consider covering it with concrete.
