Do you want to cover it so it does not let light in? If so, you can take a piece of rigid styrofoam insulation and cover it with some fabric and fit it into the skylight. You can add Command hooks to secure it in the space.
Other than covering it up, they aren't made to insulate them more than they already are. Hope you find your answer.
The skylight tunnel can be insulated from the attic. No attic it should have been insulated when installed. Ther really is no way to insulate a skylight unless you cover it up. Skylights are already insulated when manufactured.

When we lived in a camper with a skylight, we cut a piece of insulation to fit it and taped it on. The same could be done in a home an cover a thin board with contact paper that would not look out of place and put it up that way.
