Construction adhesive might work. I fixed a friends resin gnome as we had nothing to lose. It worked for our application.
If they are fragile why don't you either bring them inside or next to your house where the eaves will offer some protection? They might look cute under a canopy or overhang perhaps some outdoor seating.
