You can go with a darker stain or paint and add decor items or decorative paint near the top.
What is your fence made of??? Paint it, use high gloss for easier clean up then it can be hosed off & kept clean. Keep paint color similar to color of dirt towards bottom using ombre effect going up to top so it doesn't stand out as much. Do as Kathy mentioned add more decorative touches,design to upper area to draw eyes up. If you add decor make it safe/attach securely/high enuf up so dogs cannot get cut or chew & swallow if it should come off. Don't know your budget but you could put fake grass or shredded rubber mulch around perimeter where they run it would cut down on mud & it's softer on feet than other materials like gravel or mulch which can cut pads when they run alone fence line. As long as you don't have any billygoat type dogs like one of mine that would just chew on it.
