Since it's usually caused by extra moisture in the house, you may want to try using a dehumidifier, Ron.
Insulate and seal. You can caulk around the windows and use a window insulation kit. If you are still experiencing the problem, try adding Damp-Rid in the area to pull the moisture.

You have a humidity problem. You should consider purchasing a dehumidifier so that it takes the excess moisture out of the air. As winter sets in less humidity is required for homes in the winter time. Set the humidistat to start at 50 or even 40 if you are in a much colder climate.
If you have plants near these windows, move them further away.
Run exhaust fans during showers and when baking and cooking.
Use a dehumidifier as recommended, keeping basement door closed when in use.
Don't hang wet laundry in your basement.
Insure all heating vents are open in all rooms, and that cold air returns are not blocked.
