Yes that is what happens! The plants use up all the nutrients in the soil and without refreshing every year or season, subsequent plantings fail to reach their full potential. Here are some suggestions to get you going.

This is also one of those subjects that if you ask 50 people, you will receive 50 different answers. Everyone has their special "swear by" recipe. For best results, contact your local Ag Extension for localized recommendations. Or chat with a Master Gardener at one of the better nurseries in town. They live where you do, know the climate and soil conditions and can provide accurate info.
I just purchase fresh mix compost from a local nursery and apply in late winter, spring and typically some time in November when it isn't 50 million degrees outside. Not much grows in summer, it's just too stinkin hot and dry!
Dig some up add compost and add fresh top soil.
