Use the ribbon for bows, use the branches as a handle and place the dried flowers in foam in the bucket. I would go the the dollar store and put peat moss over the foam.
How about putting a small tree in the bucket then adding your ribbon and dried flowers to the tree.

I love the idea of small christmas trees in buckets. Tie a pretty burlap ribbon around it and you've got a nice rustic look!
Get a thick wired red ribbon of your choice and tie around the bucket with a big old bow. You can then place a shrub/tree of our choice in it. A poinsettia would look amazing. You can also use a dried up tree branch and hang ornaments from it (make sure you use styrofoam or crumpled up newspapers to stand it up (don't use newspapers if it's going to get wet). Wrap some boxes with pretty wrapping paper and stack on top of one another.
Oversized colourful ornaments in the bucket can be showy.
