Jan, since I don't know if yours is a new plant or an older one, see if any of these videos help to get it to bloom.

If it's getting too much water it won't bloom at all do you have sprinkler heads?? maybe they need to be reset on the one. Are they both getting full sun. Has something grown/changed to block all day sun it's getting this year? They need dry & sunny to bloom.
Hi Jan. I'm Cindy. I recommend dissolving 2 tablespoons of Epson Salt in a gallon of water. Sprinkle this solution on the soil at the base of the plant. Then follow with a regular watering. The extra water will help the roots receive the Epson Salt quicker. You can repeat every 2 weeks. Good luck Jan and Happy Holidays.
Thanks for the help Cindy. Both get sun they are in the same area get the same water by hand don't water them a lot. They have been in the ground two years. I give them Epson salt. Like I mentioned they are about 12 feet from each other same light same water, the red one is doing just fine blooming great, the white one has nice green leaves no drooping or dry. I asked the guy at the nursery said don't worry about it they flower when they want that was six months ago and still no blooms, I am stumped on this one.
