I'm guessing the area has a solid floor and an enclosed crawlspace. If not, that's the first thing you need to do; make sure you build in an entrance into the crawlspace from the floor above. Then buy the 2" thick insulating Styrofoam sheets and put them all around on the inside of the crawlspace walls and put black plastic on the ground in the crawlspace. Put up R-38 insulation between the floor joists and put some of the Styrofoam sheets up against the floor joists. This is a double-insulation for the floor which will help keep it from being so cold. This has made our enclosed porch easy to heat with only a small electrical heater and my plants and fish in their tanks love it. Good Luck!
Hello David, You either get out and get under the building and fix the insulation or you put insulation on top of your flooring and raise your internal floor.
By "raised" do you mean off of the ground entirely? Can you get under it to add insulation? How big is the building? How cold does it get where you live? You probably can just add rigid foam boards along with vapor barrier. Need a little more info. to decide what you should do.
