  Thanks for answering. On leaves and stems it looks powdery. On my gardenia it looks clumpy at the top of where the new growth is

Mealy Bugs--Q-tip & rubbing alcohol need to dab each one this kills and removes them Powdery Mildew--https://www.thespruce.com/baking-soda-for-controlling-powdery-mildew-1402520
