What is the best way to protect the flat vinyl fence panels from lawn mowers and weed wackers? The flat sides will be facing the neighbors who use the stringed weeders.

Use vinegar to kill the weeds. Lay landscape fabric down. Then cover with rocks or gravel. If any weeds pop up, and they will, just give them a squirt of vinegar.
Lay bricks or landscape blocks along the bottom of the fencing.
Attach galvanized, tin metal sheeting along that area just along the bottom
Jane M. Although the nice side of the fence faces your neighbors yard, that doesn't mean they can chop into your fence. According to your statement, your fence is not up yet, Have the fence built 1 foot in from your property line. Your neighbor can't weed wack on your property. They might say a foot of grass is on YOUR property line, and you need to maintain it. You'll need a permit to build the fence (I think), so call the building inspector, and ask if you can do this.
