P.S. I saw a cool tutorial on this site , they put mini blinds on the floor , in the closed position and put a lace tablecloth over it and spray painted over it . Thought it was a cool way to change a plain mini blind into something special !
Yes, generally that's what you do. Unless you like the original color and your top coat will contrast enough.
Yes, the background needs to be painted and dried first. Just add a coat of a poly spray if the background is water based. Then lay the stencils down and use a stipple brush to apply the paint. It may take a few sheets of printer paper, but block off the part of the table around the stencil. This will give you a place to rest your arm while you are stenciling, as well as protecting the table from splatters that can happen sometimes when stippling.
