E6000 or JBWeld
I've used E6000 and also Marine Goop and both have worked well for me.

I use E6000 but it does take a few minutes to solidify and hold. Some people use hot glue AND E6000 to get it to hold instantly then permanently. Put hot glue around edge and permanent glue in middle and press down to make level to get E6000 to take hold. This works for both ceramic to ceramic and ceramic to metal. Hope this helps!
Try Loctite Marine glue, you can buy it at Lowes. It is very strong and waterproof.
