Hello. If you are on a tight budget I would just use a shovel and work the soil up. If you can afford to buy some compost add that in. You can also trim your bushes, and clean any debris up.
Hi Kathy, I would suggest either wood chips or mulch. If you call your local garden center they might be able to get you a deal.
Do you have leaves, and a lawnmower? Mow the leaves with the bagger on. Dump the bag around the bushes. I do this every year (W. Mass). Recycle!
What do you want to do? If you have no bushes there now, I would wait until spring. It also depends on what zone you are in?

Consider putting layer of red cedar mulch over the area and around the base of the plants for winter and then in the Spring pull the mulch back about 2 inches from the base of the plant and spread out over the soil.
