Make sure they are clean. Prime with Kilz primer. Then paint your color. You can use latex or oil paint once it's primed.
If they are shiny, sand off the sheen, clean, then prime with oil based primer and paint with latex or oil.
Prime with oil based primer, then paint with any paint. we had very glossy walls under several rooms of wallpaper. we didn't degloss them, but the oil based primer like kilz was essential to prevent peeling.
