You can get inexpensive flooring at Habitat for Humanity. Also check out Floor and Decor. Some of the discontinued or surplus home builders have great deals too. Builders Surplus offers great deals as well. Check out the Builders Surplus website.
Are you the owner? If so, I would go with a vinyl product for the flooring as they are easy to maintain and virtually indestructible under normal wear and tear. For inexpensive cabinets, try your local habitat re store. Another option is to buy floor samples from kitchen and bath showrooms. Or big box home improvement centers have budget friendly cabinets too. Or if you have an Ikea near you, worth a trip.
If you have a Southeastern Salvage, they have great prices on unfinished cabinets. Sheet vinyl is probably the cheapest and easiest flooring.
Just purchase a rug and throw it down
