Hi Sharon, I think I would lean more to painting it with a tub and tile paint. If you try to put anything over it it won't be smooth because the tile isn't even. However, you could consider putting board up over the tile you hate and then put the peal and stick tile over that for a smooth finish.
NO. Any imperfections and grout lines can transfer to the peel and stick tile. Also the added weight and thickness can tear the tile off the wall. Tile need a smooth stable surface.

You can buy a pre-mixed patch and level product to fill in the grout lines. Henry is the brand I used. Then over that vinyl plank flooring. That was how I covered my tile floor. This was what the hardware store recommended. I’m very pleased with it. Looks like hardwood, but waterproof.
