Have you tried using a magic eraser or a pumice stone?
First of all you need to replace the seal in the back of the toilet (where the water empties from the tank to toilet). This will prevent that seeping water that is causing those rust lines. Use a product called Lime-a-way or CLR (calcium, lime, rust) to remove the rust stains.

Best rust removed I've tried is Whink. You can use it on cloth, too. As s/ any strong chemical product, test in a spot no one would ever notice before you use it. Rinse well &, as always protect your skin, eyes, kids & pets. NEVER MIX CHEMICALS.
I purchased a pumice stone from the bathroom cleaner isle. It seems really weird but the pumice stone really works on everything inside the "potty" and you will be surprised how well it works.
Rustoleum also makes a rust remover.
"THE WORKS". Found in $Tree and Walmart by the expensive Rust-Oleum! Poor on and wait, brush. If not gone do again. At a dollar a bottle, you wouldn't believe it! Been using for 30 years!!! Use it on a Swiffer with generic clothes to clean my walk-in shower. Fantastic!
Denture tablets in the tank and bowl pumice will scratch the porcelain lesson learned

I've heard that pouring a can or 2 of Coke on it and letting it sit for a while will take it off. Haven't tried it myself.
Pumice stone must be wet to use.
I had the same problem & didn’t know how to get rid of those rust streaks. I tried bleach also & that didn’t work for me either. I just gave up on it & thought I would probably need to buy a new commode. The rust streaks were all around the area where the water runs down. I got my Son to look at it & he said that’s not a problem. He went out in the garage & came back in holding a very small putty knife in his hands & sprayed some blue toilet cleaner on those areas ( which I forget the name of) & then just scraped the streaks right out with no problem. The rust streaks came out & did not leave any scratches as I thought it would & the toilet bowl ended up shiny & looking like brand new. Who would have thought it would be that easy. A small putty scraper & a toilet bowl cleaner. Voila.
