How do I lay tile over a saltillo tile floor?
I have a foyer area that has Saltillo tile that is in desperate need of refurbishing. I am considering leveling out the grout lines with a 'leveler' (concrete type mixture) and then laying tile over it.

Not recommended. Plus it will create a tripping hazard due to height difference. Remove the old tile, clean and repair the sub floor, then lay new tile.
You can do that if you get a perfectly smooth, flat surface. Remember you'll be adding up to an inch of height to the floor. How will that work with your other floors?
The problem with laying tile over tile is that is raises the height of the floor. This becomes a problem wherever it meets existing flooring, especially at doorways. Old doors won't be able to close properly due to the new floor height. You can remedy this but it means cutting or sanding down each door to allow new clearance. Any area you tiled over is going to be taller than the existing areas they meet up to now, making it a little tripping hazard. :(

just pay to have it refurbished correctly, the money you spend on the other ideas would be same,especially to have it removed then retiled.
