Hello , first time trying brown bag decoupage . I applied it to a large coffee table ,love the look ,however it is sorta uneven and some pieces sticking up . I've applied one coat of poly but still uneven. Should I sand it or keep applying the clear coat

Sand with a fine grit sandpaper than reapply the polyurethane.
Hello there,
Lay damp cloth on areas not laying flat to try and soften them and make them lay flat . When soft enough to press down - use a weight to hold it there.
Be careful not to leave weight to long as it will get stuck to table........
