The ceiling is light blue with clouds painted on and is a textured finish

Screw into the ceiling joists.
If you want the lattice to hang down a bit from the ceiling, you could screw hooks into the ceiling to hold the lattice.
You can also use a nail gun, but need to have nails at least long enough to penetrate through to the joists. A few dabs of construction adhesive can also supplement the screws or nails.
You could use 4 or 5 inch sheet rock screws or ell brackets and mount it
