You can use pool noodles, cut them and put them in the boots to keep them from flopping over.
They sell shelves that are about 4 feet high and 4 feet long. I live in Maine where boots are a must, and I store them on the shelves along with other shoes. I have the shelf in the back of my closet. Hope this helps.
They sell these shelves at Walmart. Good luck.
A boot tray in the floor of the closet to catch the "yuck" off the bottom with a section of pool noodle stuck inside the legs for support. If they are wide calf, you can use 2 noodles or a magazine to keep them from flopping over if soft sided.
