How can I make a new cover for this light bulb?
Previous tenant removed the “cover” for this light fixture so now you see the ugly bulb? Any ideas on how to make a new one?

Use an Edison bulb They look really neat.
They probably broke it. I ditto the edison bulb- they look good.
I don't have an idea for a cover but you could switch the bulb out to one of those pretty Edison bulbs. You can also use high heat paint if you want to change the existing fixture. I was thinking it would be pretty in a teal color.
anything you can imagine a hole in! A bowl? A basket? Or they have different globes and such at the store that would likely fit perfectly!
