Roses, perhaps arranged in old teapots,silverware if you can beg, borrow or steal. Mismatched cups and saucers. If you only have modern ones why not do temporary rose/ flower serviette decoupage on them ( keep drinking rim clear though). Lots of doilies or old cross-stiched napkins or cloths. To eat: Sandwiches, english scones with jam and cream and iced cakes on cake stands with more roses or flowers. A selection of teas or tea in a teapot. Ask everyone to wear their great granny’s hat. The more floral and over the top the better.
Oh yes, what about plain umbrellas temporarily decorated with lace and more rose anything?
