Hi Annie, some people use a garden hose, I've used string in past, but its a good place to start by "drawing" out the shape of the garden on the ground first. They you can get a good idea of how big you want it and where.
When it comes to the types of plants it is really dependent on where your Zone is. if I was doing a heart shaped garden I would focus on perennials that would take turns blooming throughout the spring to summer to fall.
A nice little ever green hedge around the outside of the whole heart might look nice too.
Regular shaped garden then use a stringed light set to make a heart shape. Succulents (some are heart shaped) would be cute. And of course the old stand by of pink or red roses or carnations.
