Can I cover penny tiles in my bathroom without removing them?

Ensure the patio is in good shape. Major cracks will ruin your hard work since the slab is going to move. I would fill in and fix cracks. Then I would buy some Schluter underlayment barrier (roll of orange plastic waffle pattern). This is laid in place with thin set, and then the tile would be placed on top with more thin set. If you live where it goes below freezing make sure you use exterior rated tile. Enjoy your new look.
