Are you talking about the cabinet floor under a sink or the flooring it self? If it's the flooring under the cabinet, what kind of flooring is it (tile, hardwood, laminate, etc?
I am assuming you had a water dripping problem and the flooring under the sink needs replacing. If that is the case I had the same problem. I cut out the old flooring and then cut a 3/4"piece of plywood that would fit and nailed it in place (there were supports under my sink). Then I bought some ceramic flooring tile and had H.D. cut the pieces that needed to be cut. Using a mastic (you can ask what is best to use in an area that might get wet) when you have the tile cut. I glued them into place and let them set for a day. I used grout to fill the grout line and around the edges. I bought a grout that was also a sealant, but I found it somewhat more difficult to use. I would grout it with ordinary grout (it comes in small containers at Home Depot) then when it is dry use a good grout sealant. On two projects I used Varthande Diamond finish water-based varnish as a sealant, putting on two coats (my project was a kitchen floor and a bathroom floor). Once everything was dry I found I could wet mop the floor without getting the grout dirty. I have done this in both a kitchen floor (we moved about a year after the kitchen floor was don) and now in my current house I sealed my bathroom floor grout. I did the bathroom 18 years ago and the grout lines look as good as the day that I did them.
Remove the damage floor. Build a frame of 2X4,s in the space and screw to the sides of the cabinet. Screw a piece of plywood the the frame. Paint and seal.
