Did you use the vinegar in the detergent water? Try finding it really well with water, changing it if it gets cloudy. Then try rinsing it with vinegar water to cut any other residual, see if that will help. Soap residual can make the tile look cloudy and let it collect dirt and dust easier. Perhaps cut back on the amount of soap you use. I, myself, use just water a lot of the time.
You can seal the floor with porcelain tile sealer. I caution you against using gloss though because it is slippery with certain types of shoes.

Hi Mary, most sites say use vinegar to clean so I am no help there but to make it shine here is what you can do. After you thoroughly clean your floor or tile, you are going to empty out the bucket and fill it with club soda. Mop the floor with the club soda or use a clean rag to wipe down the walls, countertops or other ceramic tile areas. The club soda adds a nice polished look to the clean tile.
Mary, try the vinegar or hydrogen peroxide alone as a rinse. Then just clean water with a very clean mop and buff with new cloths. If the floor covering you chose was not glossy, you will have a hard time making it shiny, but there are many products that promise to clean and shine that you can use to see if you get the shine you want. Best wishes, Mary.
