I've seen the tubes from subterranean termites. They are pencil-thin, if they are on the outside of a wall. This doesn't look like that.
I don't know about other species of termites, though.
Like Ellis says. Termites make tubes from the ground up walls, posts and chew into the wood. It's a clump of something. That may have fallen out of a drawer. Looks like a piece of blown in insulation to me. Strange.
