I live in the PNW, so plastic is OK here. Try for a UV stabilized one. They are cheaper and better than you can build, and rats can't chew through them. The one modification I've undertaken is to pour a thin (1"-2") concrete bottom for them. Simply place the bin in its desired location, make sure it is on solid ground or rock, and then fill the bottom part with quick-crete or whatever cheap, bagged concrete is sold near you. If you don't fill the bottom, you WILL get mice and rats living in/under them. I've also moved my bins several times. These concrete bottoms are heavy, but they come right out. And I can place them inside the bins again once I've moved them. Best of all, no rats can get it -- as long as you don't leave the lid ajar. Good luck.
