Amending the soil, is typically done to correct pH or address drainage or to address lack of key nutrients.
If you want to organically kill the bugs, make piles of food-grade diatomaceous earth, right around the plants. They have to walk through it in order to work. It has to be applied after rain or watering. It can be bought at feed stores.
