I would use a pure plastic paste. Wood will rot, so would wood filler, concrete and plaster deteriorate, but even with small grooves and details, the plastic, well adhered, should last for years and is easily painted. Please post your project!
I would use a product like Apoxie Sculpt because it is waterproof.
